He holds a PhD in Public International Law from Sorbonne University in France.
He held several leadership positions, as he was appointed Director of the Legal Department at the Emiri Diwan. Then as an Assistant Secretary-General of the Council of Ministers. He joined teaching staff at Qatar University to teach international law. He also held the position of Attorney General of the State of Qatar during the period from 2002 to 2021 at the grade of a Minister.
He was a member of many local and regional committees. He further held a number of important international positions and participated in many international conferences.
