HE Speaker of the Advisory Council Ahmed bin Abdullah bin Zaid Al Mahmoud stressed that the State of Qatar has been subjected to an unjust siege since the fifth of June 2017, which was imposed by the neighboring countries under false pretexts and through the use of cybercrime and cyber-hacking exploiting modern cyber-information technology, affirming that those who misuse cyber technology must be held accountable everywhere.

HE Speaker of the Advisory Council pointed out that HH the Amir Sheikh Tamim bin Hamad Al-Thani called to regulate the use of digital and informatics technology in accordance with a law that regulates this field, during the meetings of the 73rd session of the United Nations (UN) General Assembly in September. HH the Amir also expressed Qatar's readiness to work with UN organizations to organize this law legally, in addition, His Highness also proposed an international conference to discuss ways of regulating the use of digital and informatics technology in international law, he added.

HE Advisory Council Speaker said that Qatar will host the Munich Security Conference (MSC) Cyber Security Summit in 2019, adding that the summit will be hosted in partnership with the Munich Security Conference and Qatar's National Cyber Security Committee (NCSC).

This came in HE Advisory Council Speaker's speech at the third meeting of heads of parliaments of European and Asian countries (Eurasia) on economic cooperation, environment and sustainable development in Eurasia, in Antalya, Turkey.

HE Speaker of the Advisory Council stressed that Qatar is keen to support joint action within the international and regional organizations to which it has joined. He added that Qatar is committed to working towards integration among the countries by expanding cooperation and strengthening partnerships with other regional organizations, unions and blocs, in order to serve the interests of the region and in line with Qatar National Vision 2030 objectives and to enhance the international cooperation within which Qatar took over the Asian Cooperation Dialogue (ACD) presidency of 2019 last month.

He stressed that the State of Qatar would attach great importance to the goal of Asian cooperation and the development of mechanisms for inter-Asian cooperation in addition to giving priority during its presidency to the dialogue and counter-terrorism, confirming its encouragement to deepen trade and economic partnerships, enhance the competitiveness of Asian economies in world markets.

He explained that representatives of the will of the peoples and members of the legislative councils of Eurasia will discuss in their meeting in Antalya ways and means to strengthen and support economic cooperation among the countries of the region, preserve the environment and establish sustainable development in Eurasia.

He thanked Speaker of the National Assembly of South Korea and Chairman of the Russian State Duma for their efforts and initiatives as well as making every possible effort to achieve cooperation among peoples and countries of the region through parliamentary cooperation.

HE Advisory Council Speaker added that the people in the region still suffer from many issues, including the fundamental issue that has remained unresolved for many decades, which is the Palestinian issue, and the occupation and aggression by Israel, and its failure to comply with international resolutions, and its rejection of the two-state solution and the establishment of a Palestinian state on the 1967 borders with East Jerusalem as its capital, leading to instability in the region, continuing wars, undermining the security of neighboring countries and the occupation of their territories, thus posing a threat to international peace and security.

He stressed that the economic cooperation among Eurasia countries will enhance the good relations between peoples and contribute to their development and progress, and the achievement of sustainable development stems mainly from maintaining a healthy environment free of pollution sources, which are an obstacle to development and have negative and harmful effects on human health, as well as the efforts to reduce the scourge of poverty, ensure food security, public health, provide quality education for all and combat global warming.

He added that the representatives of the peoples of this region, which is home to two-thirds of the world's population, have a great responsibility and our peoples look forward to our role in leading and strengthening our parliamentary relations for the common prosperity of Eurasia region.

He pointed out that the great diversity, the political and cultural diversity and ethnic differences in the Eurasia region should not be divisive factors, but rather should be incentives for further cultural cooperation and tolerance, acceptance of the other and the establishment of basic rules for development and coexistence in a secure and stable region free from all causes of tension and instability.

He added that the parliaments must work to strengthen our cooperation and implement all the bilateral and multilateral agreements we have agreed upon within the framework of the international and regional parliamentary organizations, especially in these current circumstances as parliamentary diplomacy is witnessing a steady growth, which frame our actions and initiatives aimed at achieving sustainable development that will serve our peoples and humanity.

At the end of his speech, HE Advisory Council Speaker wished success to the meeting and to resolve the urgent issues and establish the principles of fruitful cooperation that lead to integration in various fields that benefit the peoples of the region.

He hoped that this meeting would play a leading role in the call to reform of the UN system in order to achieve justice, the rule of law and to protect human rights from violations under pretext of fighting terrorism, and that everyone's goal is to work for the achievement of security, peace, and prosperity for the States and peoples of the Eurasia region and for all humanity.

HE Advisory Council Speaker Ahmed bin Abdullah bin Zaid Al Mahmoud began his speech by thanking the Turkish Republic, president, parliament and people, and HE Binali Yildirim, President of the Grand National Assembly of Turkey, for the invitation, good reception, and quality of work of this meeting and the various parallel activities.

He stressed the State of Qatar's solidarity with the brotherly Republic of Turkey and its president, parliament, and people in the face of unfair attempts to influence its economy, expressing confidence in a strong Turkey capable of overcoming everything.
